Many Japanese smokers want to quit but won't unless cigarette prices move sharply higher, study finds

TOKYO - Many Japanese smokers want to quit but few would do so unless cigarette prices were four times higher, according to a new study released Tuesday.

The Tokyo-based Institute for Health Economics and Policy, a government-affiliated research group, said 85 percent of smokers surveyed in Japan are either trying to kick the habit or have considered it. About 33 million people in Japan, or about one in four, smoke. A pack of cigarettes costs about 250 yen (dlrs 2.11), which includes a 141-yen (dlr 1.19) government tobacco tax. But while a 50 yen (42 cents) hike in cigarette prices would prompt about a third of respondents to cut back or switch brands, only 16 percent would quit, the group said. A majority of respondents said it would take a more significant price rise to force them to quit, with 63 percent saying they would stop smoking if a government tax hike sent the price per pack to 1,000 yen (dlrs 8.47). The study queried 2,420 people older than 20 years of age, and 2,105, or 87 percent, answered. The margin of error was around 1 percentage point. Institute researcher Yoshiyuki Ozawa said the study results were part of a policy recommendation for a tobacco tax hike that were sent to the Ministry Health, Labor and Welfare. He estimated that Japan spends about 1.3 trillion yen (dlrs 11 billion) per year on healthcare for smoking-related ailments. Japan's biggest tobacco producer, Japan Tobacco, is 66.7 percent owned by the government.
